## A structural shift, not a routine spectrum swap.

For decades, C-band has carried the majority of national broadcast distribution: near-five-nines reliability, continental reach from a single footprint, and fixed-cost economics no other network matches. On July 22, 2026, the FCC adopted a Report and Order reallocating 160 MHz of upper C-band to mobile wireless, the second major C-band reallocation in under a decade. **This time, there is no equivalent space left within C-band to move into.**

What is the C-band transition?

The C-band transition is the move by US broadcasters away from upper C-band satellite spectrum, which the FCC is reallocating to mobile wireless. In July 2026, the FCC repurposed 160 MHz of upper C-band (3.98–4.14 GHz), leaving 40 MHz (4.16–4.20 GHz) for satellite services. Broadcasters now need to shift part or all of their distribution to alternatives such as Ku-band, IP, or hybrid satellite-IP.

Why do broadcasters rely on C-band satellite distribution?

C-band satellite has been the backbone of US broadcast distribution for decades because it combines 3 strengths. It resists rain fade, a single satellite footprint covers the continental US, Alaska, Hawaii, Puerto Rico, and the Caribbean, and transponder costs stay fixed regardless of the number of receive sites. No single alternative matches all 3.

What is the upper C-band transition timeline?

The FCC's upper C-band timeline has four key milestones. The fixed satellite service (FSS) transition plan is due November 5, 2026. The spectrum auction must be completed by July 4, 2027, a deadline set by law. The primary transition deadline is December 30, 2030 for the top 75 Partial Economic Areas (PEAs), and the final transition deadline is June 30, 2031 for all remaining areas.

How is the upper C-band auction different from the 2020 C-band auction?

The upper C-band auction leaves broadcasters almost no C-band spectrum to move into. The 2020 auction, Auction 107, cleared the lower C-band (3.7–3.98 GHz), and broadcasters relocated into the upper C-band. The upper C-band is the last C-band range, and the remaining 40 MHz will not support today's level of service for most incumbent operators.

What are the alternatives to C-band satellite distribution?

The main alternatives to C-band are repacking onto the remaining C-band with more efficient compression such as HEVC, Ku-band satellite with IP-based recovery, terrestrial IP distribution over fiber, multipath last-mile connectivity over fiber, 5G, and low Earth orbit (LEO) satellite, and private distribution networks. Most broadcasters will combine several of these, depending on their affiliate footprint.

Is Ku-band a good alternative to C-band?

Ku-band can replace C-band when paired with IP-based recovery. Ku-band keeps the reach of satellite but is more exposed to rain fade. Standards such as VSF TR-06-4 Part 7 and RIST (Reliable Internet Stream Transport) let terrestrial IP paths recover lost packets during a fade. Quality is broadcast-grade and comparable to C-band, though recovery adds latency in the order of seconds and depends on the local terrestrial network.

Can IP distribution replace C-band satellite?

IP distribution can replace C-band satellite when the last mile is built for resilience. Reliability depends on path diversity, meaning two or more networks with independent failure points, such as dual diverse fiber, 5G, and LEO, with automatic switching between them. Do broadcasters need new receivers for the C-band transition?

Not always. Many IP-capable integrated receiver decoders (IRDs) can be reused, and PowerVu supports IP and hybrid satellite-IP distribution while keeping existing workflows and conditional access. Where affiliate sites need new equipment, software-defined receivers such as MEG and MEG.mini accept satellite, IP, CDN, and hybrid inputs. Broadcasters should start planning now. The FCC rules are set, and the milestones ahead leave little room for late decisions. The practical first steps are mapping affiliate connectivity, identifying which sites have diverse last-mile options, testing hybrid configurations, and modeling long-term operating costs alongside one-time capital costs.
